The reading level standards in the Common Core are probably the most versatile and best for IEP goal writing. From 1st to 12th grades, the Common Core has a standard on reading and understanding grade level texts that can be used to target either decoding or comprehension or both on the text level that the student is working on. This standard gives you the flexibility to work in groups on phonics, fluency, literal comprehension, or inferential comprehension– whatever it is that a student needs while providing you with a clear grade level standard hook. These goals for elementary, middle, and high school are some of the most useful– and also most underused on this entire website.
