Special Education in Delaware: An Overview

14 Del. Admin. Code § 925 governs IEPs for the approximately 24,000 Delaware students with IEPs (~14% of enrollment; OSEP Annual Report to Congress) across the state’s 19 school districts. The state is heavily centralized, with pretty consistent IEP forms and a strong career and technical education initiative. The provides resources for both teachers and parents on the department of education web page. The resources include heavily annotated blank IEPs, handouts for students on understanding IEPs, and guides for students on how to run their own IEP meetings. 

In addition to state resources for parents, there is the PICD (Parent Information Center of Delaware) which provides family IEP guides and one-on-one advocacy support. The Community Legal Aid Society (CLASI) can provide advocacy and legal support. The Delaware Family to Family Network and University of Delaware’s Center for Disabilities Studies provide additional training resources.
