How to Read an IEP: Maryland State IEP Guide

Maryland’s state regulations on special instructional programs (COMAR 13A.05.01) detail how the state implements IDEA for the 111,000 students in the state with IEPs (12.8% of students). The state regulations primarily follow IDEA with only minor changes or additions. Where Maryland is unique is in the depth of resources available on the state department of education website in addition to the regulations, rich resources that can also be challenging to navigate. The state has an entire section of tips and technical assistance bulletins for everything from determining if a student needs orientation and mobility services to advice on how to make slideshows accessible to students, with citations from state regulations on why that is needed. The DOE also provides blank IEPs, 127 pages of guidance on IEPs, checklists and guidance for engaging families and students in IEP meetings, and guides to parent rights. The online IEP system for the state (Elevio, Maryland State IEP System) has additional guidance.
